E-Rate
Schools and Libraries Universal Service Program
The Schools and Libraries Universal Service Program, commonly known as E-Rate, helps eligible schools and libraries obtain affordable broadband internet access and network services.
E-Rate provides funding for two categories of eligible services:
- Category One: Data transmission services and internet access.
- Category Two: Internal connections, such as eligible network equipment and cabling; basic maintenance of internal connections; and managed internal broadband services.
Discounts depend on the category of service, the level of poverty in the community served, and whether the school or library is located in an urban or rural area. Eligible applicants may receive discounts ranging from 20% to 90% for Category One services and 20% to 85% for Category Two services.
The program is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). USAC reviews applications, determines eligibility, processes reimbursements, and monitors compliance with program requirements.

Children’s Internet Protection Act (CIPA)
Schools and libraries receiving E-Rate discounts for Category One internet access or Category Two services must meet applicable requirements of the Children’s Internet Protection Act (CIPA).
These requirements include an internet safety policy and technology protection measures that block or filter access to visual depictions that are obscene, constitute child pornography, or are harmful to minors, as applicable. Schools must also monitor minors’ online activities and educate students about appropriate online behavior, including interactions on social networking sites and cyberbullying awareness and response.
For details, visit USAC’s CIPA requirements page.
